[RFC] Unbundle ext/recode

Hi all,

I propose to unbundle ext/recode for PHP 7.4:

I actually don't mind whether we deprecate the extension as well, or not.

Any feedback appreciated.

I'm not even certain this needs to be put to a vote ... we should not be
shipping that.

+1 whatever ...

If you can't find a single dissenting voice, just get rid of the thing
before the next alpha, or possibly the first beta/rc ...

I agree with Joe here, I don't think it's sane to ship PHP with an obsolete
extension.
So +1 on my side too
