Pre-Announcing Feature Freeze @ July 22nd, 2019

Dear Internallers, With 7.4.0alpha1 having been released yesterday, the feature freeze for PHP 7.4 is coming up fast. Feature Freeze is *Monday July 22nd, 2019*, 24:00 UTC. This means that there are *5* weeks left to get all your RFCs voted on, and your patches *merged*. After Feature Freeze, no more changes to APIs, ABIs, and internal structures are permitted, unless agreed upon by internals, and OK'ed with the Release Managers. Anything after that needs to wait until the next version (7.5 or 8.0). enjoy the weekend! cheers, Derick
