VCS Account Request: kocsismate

Hi Everyone, Nikita suggested me that I could ask for a VCS account (https://github.com/php/php-src/pull/4881#issuecomment-550278007), as I\'ve been contributing to PHP lately by fixing smaller issues and participating in the \"Stubs\" initiative. With a VCS account, I plan to add the missing stubs faster, and continue working on other smaller stuffs. Thanks, Máté Kocsis
