[Vote] Add Form Feed in Trim Functions

Hi internals, I hope this email meets you well. After discussions about changing the proposed version of moving form feeds into trim funtions from php 9.0 to php 8.6, I **think** now every issue of this RFC is closed (except if someone has strong arguements on the version) Now, the proposed version is set to php 8.6 and the vote of the RFC is re-re-started. I am quite busy for a while so I apologise for missing the emails before. Voting process will end at 2026-03-06 00:00:00 UTC.
