I've added outgoing IP selection to fsockopen function.
It's usefull if host has multiple IPs (NICs) to pick specific one instead of
default.
Same functionality is kept if outgoing IP isn't specified.
Patch is against 4.4.1.
Maybe it would be appropriate to include this feature?
